Objectives

1. Add conditions to the housing module

• Add enablement conditions to implement the skips on paper
• Add validations, if relevant

To get feel for how conditions work for a broader set of question:

• In one browser tab, test the app in one browser tab
• In another browser tab, meanwhile, inspect the enablement and validation conditions
